Stronger together - how public services aim to transform lives for good

Action that's seen local children get the best possible start in life, our amazing natural environment protected and enhanced and strengthened connections in our communities are all helping Swansea become a great place to live.

Swansea's Public Services Board (PSB) brought together representatives from across the city to celebrate achievements highlighted in its annual report and the PSB action plan which sets the next phase of work to improve life for residents.

The PSB Partnership Forum staged at the Swansea.com stadium welcomed partners from health, emergency services, education, charities, and community groups to reflect on progress and strengthen collaboration.

Chair of the PSB is Cllr Andrea Lewis, joint deputy leader of Swansea Council. The event showcased how joint working is helping to make Swansea a fairer, greener, safer, and healthier place to live.

The latest Annual Report for 2024-25 highlights key achievements including the expansion of the Flying Start programme, embedding human rights in public services, developing a climate adaptation strategy, and improving community safety through closer cooperation between services.

Among achievements highlighted in the annual report were:

  • Carbon emissions by the public sector cut by 20%, exceeding initial projections.
  • Flying Start services expanded into under-represented areas, and health visiting referrals improved, enabling earlier support for families.
  • Launch of the Creative Swansea network, bringing together cultural sectors to boost the local economy, engagement and well-being.

The forum also marked the launch of the PSB's updated Action Plan for 2025-26, which sets out practical steps for the final year of the current Well-being Plan. The plan focuses on five priority areas: Early Years, Human Rights, Climate Change and Nature Recovery, Strong Communities, and Cultural Offer.

Cllr Lewis said: "The action plan is about turning ambition into tangible results people can see and feel. It's clear, focused, and built around what matters most to people in Swansea.

"We're proud of the progress we've made, but we know there's more to do. By working together, we can keep making a real difference in people's lives."

Roger Thomas, Chief Officer of Mid and West Wales Fire and Rescue Service and Vice Chair of the PSB, added: "This forum shows the strength of partnership working in Swansea. By bringing people together, we're not only sharing ideas but building trust and making real progress.

"It's clear that when we listen and act together, we can deliver better outcomes for everyone in our communities."

The PSB is a partnership of public service organisations including Swansea Council, Swansea Bay University Health Board, Natural Resources Wales, and Mid and West Wales Fire and Rescue Service. It was established under the Well-being of Future Generations Act to help public bodies work better together and with communities.
