The West Glamorgan Regional Partnership is a collaborative Health and Social Care initiative comprising:
Formerly known as ‘Western Bay’, the collaborative was established in 2012 with the purpose of integrating services more effectively. Its aim is to explore new and innovative ways of working to ensure services are sustainable in the face of growing demand and a challenging financial climate.
The West Glamorgan Regional Partnership now focuses on three areas of ‘transformation’, all with associated projects and work streams being delivered in the context of the Social Services and Wellbeing (Wales) Act 2014.

The Well-being of Future Generations (Wales) Act 2015 established Public Services Boards (PSBs) for each local authority area in Wales. Each board must carry out a well-being assessment and publish an annual local well-being plan. The plan sets out how they will meet their responsibilities under the Well-being of Future Generations (Wales) Act and improve joint working across all public services in each local authority area in Wales.

There are 19 Public Service Boards in Wales, with Swansea Bay University Health Board being statutory members of Neath Port Talbot PSB and Swansea PSB.

The South West Wales Regional Joint Committee (RJC) provides joint leadership for the planning, commissioning and delivery of health services across Swansea Bay and Hywel Dda University Health Boards. Established in 2025, the RJC brings together partners to drive improvements in patient care, service transformation, and regional collaboration.
The RJC oversees a portfolio of programmes to deliver its objectives through dedicated subgroups:
Drives joint projects, strategy, and addresses health inequalities across the region.
Oversees regional service planning, related capital programmes, quality, and transformation in care.
Aligns regional finance, contracting, and resource allocation for services.
Leads digital transformation, data intelligence, and innovation in health.
Advances commercial research and innovation.
Strategic workforce planning, education, and leadership development.
The work of these subgroups is coordinated and supported by the RJC Programme Management Office (PMO), ensuring robust governance, clear accountability, and effective partnership working across the region.
